The RPS Lull: California’s Shifting Drivers of Utility PV Growth

California, the largest state for utility PV in the U.S., has seen a significant shift in demand for new, large-scale projects. Renewable portfolio standards have driven the bulk of utility PV in CA to date. The two largest utilities, Southern California Edison (SCE) and Pacific Gas & Electric (PG&E) have reached their near-term renewable portfolio standard goals and are not expected to solicit new projects until 2019, at the earliest. GTM expects that, going forward, the utility PV procurement landscape in CA will be driven by cooperative / municipal utilities, community choice aggregates and corporate offtakers.
