Donald J. Trump traveled Thursday to the heart of America’s oil and gas boom, where he called for more fossil fuel drilling and fewer environmental regulations while vowing to “cancel the Paris climate agreement,” the 2015 accord committing nearly every nation to taking action to curb climate change.
Laying out his positions on energy and the environment at an oil industry conference in North Dakota, he vowed to rescind President Obama’s signature climate change rules and revive construction of the Keystone XL pipeline, which would bring petroleum from Canada’s oil sands to Gulf Coast refineries.

Donald Trump has sold himself as a different kind of Republican, but in his first energy policy speech on Thursday, he adopted the same tired, old energy ideas that have been trotted out by the GOP establishment for years. The only difference: Trump doesn’t actually understand the issues at play, so he avoided specifics and made absurd, impossible-to-keep promises.
Trump was not the fossil fuel industry’s preferred candidate. Primary opponents who had proven their deference to big business, such as Jeb Bush and Ted Cruz, were considered a safer bet by the oil, gas, and coal barons. Trump, with no real ideology and a tendency to flip-flop, was seen as more of a wild card. Still, I predicted in March that if Trump locked up the nomination, he would adopt the traditional Republican energy agenda, just as once-moderate Mitt Romney had in 2012. And that’s exactly what Trump has now done.

Before the speech, many reporters were wondering if Trump might finally clarify his views on global warming. This is a guy, after all, who once tweeted that "The concept of global warming was created by and for the Chinese in order to make U.S. manufacturing non-competitive." Surely he'd like to elaborate?
Instead, Trump mostly ... ignored the issue. He talked about guns in his energy speech. He talked about rising crime in cities. He even reiterated his pledge to build a wall on the border with Mexico -- evidently a hit at North Dakota oil gatherings. But he barely discussed climate change at all.
He did promise that, upon taking office, he'd "rescind all job-destroying Obama executive actions...including the Climate Action Plan." Here Trump's referring to a series of regulations that the Environmental Protection Agency has enacted, following guidance from the Supreme Court, to cut U.S. carbon-dioxide emissions. Most notably, Trump would try to scrap Obama's Clean Power Plan, which aims to reduce CO2 from power plants.
Guardian: Donald Trump Would Allow Keystone XL Pipeline and End Paris Climate Deal
Michael Brune, executive director of the Sierra Club environmentalist group, was taken aback by Trump’s address.
“I have never heard more contradiction in one hour than I heard in the speech,” he told the Guardian.
“There are pools of oil industry wastewater that are deeper than Trump’s grasp of energy.”
Trump gave the speech -- which Brune also called “a jumbled collection of oil-industry talking points that are devoid from reality in the marketplace” -- in a packed arena that generated an atmosphere more like that of a campaign rally than a staid industry conference.
As he hit a number of familiar talking points, a crowd filled with his supporters raised chants of “build the wall."
