In this report, GTM Research profiles the top 10 utility PV developers, owners, utility offtakers, and states based on 2016 installations. In 2016, U.S. utility solar added a record 10.6 GWdc. The top states, developers and owners that defined the market boom all benefited from utilities that over-procured solar in 2014 and 2015, stemming from uncertainty over the extension of the 30% federal ITC.

As utility procurement recovers after the 2016 install boom, utility solar should resume growth in 2019, ahead of the scheduled phasedown of the federal ITC. The uptick in non-RPS procurement and project owners with in-house origination are interrelated drivers of that market recovery. As competitive PPA pricing dips and terms shorten, there must be developers that can tolerate tighter returns.
