In 2014, when Arizona Public Service proposed installing 20 megawatts of rooftop solar systems on its side of the meter, national solar installers got upset. Was this APS trying to monopolize PV?

No. It was a chance for APS to test how smart inverters and storage can benefit the grid -- arguably a good thing for both utilities and solar installers.

APS is currently implementing two rooftop solar pilots, creating one of the most innovative testing grounds for PV in a state where the utility and installers have been warring with one another.
